Barclay Jewelry was created in 1911 in Providence, Rhode Island. Upon its inception it was called the New England Glasswork Company. However, the management of the company transformed -- the brothers Robert and Alvin Rice in 1938. When this happened the name was changed to Rice-Weiner Company. Under their care, the company flourished for many years. The two produced jewelry that ranged brooches to necklaces during their tenure with the company.
The pieces made were hand-crafted which is what attracted customers to the brand. This is still a factor in the reason as to why the jewelry made by the company is sought after by collectors from all over the world. 
Using methods such as hand setting the pieces and then affixing each individual stone with glue, the company created products for the public. The materials used in the process created a high end look and feel to the jewelry. The base metals used to create the products were gold plated inlay as well as silver filigree. Once the base was created, colorful rhinestones were used set into the metal.
Though the brothers saw success with the products sold, the company was divided in 1946. This is when is gained the name Barclay Jewelers Incorporated. When the split happened designer Louis Mark was brought into the company to help design and create new products. The later versions of Barclay jewelry had distinct markings on all the pallets that were distributed as well as some of the pieces. These pieces were stamped with the name "Barclay". In 1948 this stamp was slightly modified and read "Barclay/art in Jewelry". The final stamp that was used by the company will be seen on pieces that were produced after 1953 and will read "Peltanium".
Most of the jewelry that was produced by the company was not stamped within the last several years that the company was in business. Therefore pieces that were made closer to 1957 will be signed but may not necessarily bare the makers mark like earlier pieces. Another way to differentiate the time period of the jewelry is by the craftsmanship of the piece. Earlier products made by this company were well made and extremely durable. However, as the demand for the jewelry increased the quality went down hill. Later versions of these products are not made as well and will usually be seen missing parts and pieces.
The earlier pieces of the line of Barclay jewelry had more weight. Also, the amount of glue used in the placement of the rhinestones did not overflow as much with the earlier products. Another important factor when identifying this jewelry is to consider the fact that the Rice-Weiner company was re-launched. When the company split in 1946, Rice-Weiner continued to manufacture jewelry until the year 1957. There were two new lines of products manufactured by the name of Jeray and American Beauty Pearls. These pieces were similar to the ones created in years prior. The jewelry is composed of colorful rhinestones set in metals such as gold plate and silver filigree.
